Сравнение западной и восточной денежной реформ в Германии - J. P. Nettl "The Eastern Zone and Soviet Policy in Germany. 1945-1950", Oxford U. Press, 1951, стр. 253:

The so-called currency reform which took place in the Soviet zone a few days after that carried out in the West was primarily aimed not at the currency volume at all, but at the financial resources available at that moment to the individual as a consumer, ant thus, instead of completing what begun in 1945 (имеется в виду замораживание банковских счетов, проведенное в июне 45-го года - Б.), as did the Western currency reform, merely repeated the performance in a different way without greatly affecting the volume of currency in circulation. By converting his money at ratios varying from 3:1 to 10:1, while converting the official money belonging to the State works, provincial governments, official parties (!!! - Б.), Trade Unions, etc., at par, a situation was supposed to be created in which money would be available for production but not for individual consumption. The effect resembled a partial confiscation of private savings and investments, and a gift of the proceeds to selected political assotiations and economic production groups. In view of the highly inflationary situation the measure had only a temporary effect; within a fortnight black market prices had returned to the previous level. The 'class' object of the measure had a more permanent effect. Not only did the few remaining large private firms, whose financial resources were converted at the average of about 6:1, mostly pass into the direct control of the provincial government by immediately becoming illiquid (!!! - Б.), but, as all currency reforms, those incapable of increasing the speed of their income and expenditure circulation were the greatest sufferers. Among these were the farmers. Where the hoarder of stocks profited in the West, the hoarder of money gained in the East (!!! - Б.). While the entrpreneurial class turned the currency reform in the West to its own profit at the expense of the wage-earner, the Eastern reform was planned to benefit the State and all organizations under its control, as well as various Soviet authorities and organizations. It made little difference to the majority of wage-earners, and 'liquidated' a number of individuals and groups.
