China Announces Sweeping Cabinet Reform

China announced a sweeping reform of its top-level Cabinet on Thursday, saying it will consolidate trade operations, revamp its economic planning agency and create a new food-and-drug regulatory administration.
The moves, announced at the National People's Congress, would bring China's ministerial system closer to American and other Western models.
Among the changes are the elimination of the State Development Planning Commission, the agency long entrusted with carrying out the traditional five-year plans of the Communist Party's planned economy.
