Reuters: Earlier today the US Ambassador to China Nicholas Burns said at a forum that he hopes the Chinese foreign ministry spokesmen would stop repeating Russian propaganda by accusing NATO of starting the war in Ukraine and telling lies about American biolabs. What’s the Chinese foreign ministry’s comment?

Zhao Lijian: It is the US, not China, that has been spreading disinformation and telling lies. On Ukraine, China has always made its judgement independently on the basis of the history and the merits of the issue. 

There are plenty of facts and evidence of the US’s overseas biolabs, including its biolabs in Ukraine. The international community has deep concerns over this, and the US owes the world an explanation. Why hasn’t it opened up Fort Detrick and its overseas biolabs for international independent investigation? Why is the US being the last country refusing to establish a verification mechanism for the Biological Weapons Convention?

NATO is known to be a war machine. The history of NATO is full of creating conflicts and wars. The Cold War has long ended, and NATO, which should have been a thing of the past, has become a US tool to exercise hegemony and wage wars. It has become a major source of turbulence and instability to the world. NATO claims to respect other countries’ sovereignty and territorial integrity; but it does nothing but the opposite. NATO’s wars are often fought in the name of humanitarianism; but without exception, these wars have turned into grave humanitarian disasters. From Bosnia and Herzegovina to Kosovo, Iraq, Afghanistan and Libya, preliminary statistics show that the wars NATO waged or took part in after 2001 alone led to the deaths of 900,000 people, including 400,000 civilians, as well as the displacement of tens of millions of refugees.  

The Asia-Pacific region is an anchor of peace and stability, an engine of development and growth, and a new cooperation hub. It is a region with the biggest development potential in the world. NATO’s continuous expansion in Europe has led to the Ukraine crisis. Now it is seeking to reach beyond its geographical confines and mission scope by stoking bloc confrontation in the Asia-Pacific. This will inevitably bring huge risks to regional and global security. NATO is posing looming “systemic challenges” to world peace and security.

As State Councilor and Foreign Minister Wang Yi pointed out, China will continue to promote peace talks on the Ukraine issue and always stand on the side of peace. We look forward to peace through dialogue and consultation, a ceasefire and cessation of hostilities as soon as possible, and the prevention of a protracted and escalating conflict. We believe that serious and comprehensive dialogue should be encouraged to jointly build a balanced, effective and sustainable European security architecture.

Yonhap News Agency: After Ukraine announced the severance of diplomatic relations with the DPRK, the Ukrainian President vowed to react harshly to the DPRK’s move. Does China have any comment?

Wang Wenbin: China’s position on the Ukraine issue is consistent. We believe that disputes should be peacefully resolved in accordance with the purposes and principles of the UN Charter, and differences settled through negotiation to avoid further escalation of the situation.

Global Times: US State Department spokesperson Ned Price said that the provision of weapons or any assistance on the part of China to help Russia evade sanctions would come with a very steep cost from the US and its allies. The US is watching very closely the implementation of sanctions on Russia and has not seen China engage in the type of actions. Do you have any comment?

Zhao Lijian: The US official sounded as if the US were the “world police”. 

On the Ukraine issue, China takes an objective and fair stance and stands on the side of peace and justice. We firmly oppose any unwarranted suspicion, threat and pressure targeting China. We are also firmly against unilateral illegal sanctions and long-arm jurisdiction with no basis in international law. 

As the one who started the Ukraine crisis and the biggest factor fueling it, the US needs to deeply reflect on its erroneous actions of exerting extreme pressure and fanning the flame on the Ukraine issue and stop playing up bloc confrontation and creating a new Cold War by taking advantage of the situation. The US needs to facilitate a proper settlement of the crisis in a responsible way and create the environment and conditions needed for peace talks between parties concerned.

As the one who created the Ukraine crisis, the US has now been fanning the flames and escalating tensions through sanctions and economic coercion. This has not only undermined normal exchanges between countries, violated common rules of international trade, but also complicated and escalated the Ukraine crisis.

On Ukraine, we urge the US side to face up to its due responsibilities as the one that created the crisis, and work actively toward resolving the issue through dialogue and ending bloc confrontation, instead of fanning the flames.

The US should create positive conditions for Russia-Ukraine negotiations and do more for a political settlement.
