Beijing Daily: A webpage of the US Department of State wrote recently that Chinese government officials and media amplify Kremlin’s “propaganda, conspiracy theories, and disinformation” about Ukraine. What is your comment?
Zhao Lijian: I noted that the Chinese Embassy in the US has responded to this. Accusing China of helping Russia spread disinformation is in itself textbook disinformation. The article made up by the US once again proves that the US deserves to be the top creator of lies.
China has always been a victim of the US disinformation campaign. From the labels of so-called genocide and the “Wuhan virus”, to the allegations of cyber attacks and overseas military bases, the US has thrown dirty water on China for too many times. Since the start of the conflict in Ukraine, the US has waged disinformation offense against China non-stop. You may still remember that a senior official from the White House National Security Council fed media the so-called information that China had prior knowledge of Russia’s special military operation. Then another senior official, on condition of anonymity, alleged that Russia requested assistance including weapons and equipment from China. These so-called revelations, though with verbally graphic accounts, have all been debunked by facts. Just days ago, the Xinhua News Agency released an article titled “Falsehoods Spread by the US on the Ukraine Issue: A Reality Check” in both Chinese and English, which clarified the truth with solid facts and substantial data item by item. I recommend this article to all of you. Anyone that has read it will get the answer to who is fabricating lies to smear others, distort facts and mislead the public.
To conclude, I want to stress that as the culprit of and the biggest force behind the Ukraine crisis, the US government should face up to and reflect on its due responsibility for the conflict between Russia and Ukraine, and work with the international community for the political settlement of the crisis as soon as possible.

The Chinese people will never forget that on May 7, 1999, the US-led NATO bombed the Chinese Embassy in the Federal Republic of Yugoslavia, killing three Chinese journalists and wounding more than 20 Chinese diplomats. The Chinese people will never forget such barbaric atrocities of NATO and will never allow the historical tragedy to be repeated.
NATO claims to be a defensive organization, but in fact it has repeatedly violated international law and wantonly waged war against sovereign states, undermining global and regional peace, and killing and displacing a large number of innocent civilians. In its blind pursuit of “absolute security”, NATO engaged in five consecutive waves of eastward expansion after the end of the Cold War, which did not make Europe safer, but rather sowed the seed of conflict between Russia and Ukraine, reigniting conflict on the European continent.
The Cold War is long over. The common aspiration of all countries in the world is promoting peace, cooperation and development. The US-led NATO should naturally grasp the situation and make necessary adjustments. It should discard the Cold War mentality, stop provoking bloc confrontation and creating tension in Europe, the Asia-Pacific and the world. The US and NATO should take concrete steps to make solid contributions to world peace, stability and development.

Xinhua News Agency: We noticed that the Chinese Ministry of Foreign Affairs released the Fact Sheet on the National Endowment for Democracy on its website over the weekend. Could you offer more on that?
Zhao Lijian: On May 7, the Ministry of Foreign Affairs released the Fact Sheet on the National Endowment for Democracy on its website. The fact sheet, with about 12,000 words in six sections, lays bare the true face of the National Endowment for Democracy (NED) through hundreds of specific examples gathered from public reports.
The US has long used democracy as a tool and a weapon to undermine democracy in the name of democracy, to incite division and confrontation, and to meddle in other countries’ internal affairs, causing catastrophic consequences. NED, as one of the US government’s main “foot soldiers” and “white gloves”, has subverted lawful governments and cultivated pro-US puppet forces under the pretext of promoting democracy. NED was seen behind color revolutions instigated and orchestrated by the US, including the disintegration of the Soviet Union, the Rose Revolution in Georgia, the Orange Revolution in Ukraine and the Arab Spring. NED has been stirring up protests and demonstrations in Thailand, inciting the opposition parties in Nicaragua to seize power by force, funding anti-Cuba forces to manipulate public sentiment against the government, and long interfering in Venezuela’s internal affairs through various means. Hellbent on disrupting the world, NED has not brought social stability and development or contented lives and good work to other countries. On the contrary, it has caused a host of issues including withered livelihood, languishing economy and social confrontation. NED also extends its evil hand to China and invests heavily in anti-China programs every year to incite “Xinjiang independence”, “Hong Kong independence”, and “Tibet independence” activities by various means. It also colludes with “Taiwan independence” forces and attempts to incite division and disrupt stability across the Taiwan Strait, which has been met with indignation and opposition from the Chinese people on both sides of the Strait.
NED is actually the “second CIA” of the US. It is by no means an NGO that provides support for democracy abroad. Instead, it takes orders directly from the US government and manipulates NGOs through the provision of funding to conduct subversion, infiltration and sabotage to serve US strategic interests. We believe the international community will see its true face more and more clearly, and more countries will expose its heinous deeds in various forms. In today’s world, peace and development remains the theme of our times. NED's meddling in other countries’ domestic affairs is doomed to fail no matter what disguise it uses.

The Paper: Russia’s Permanent Representative to the United Nations Vassily Nebenzia said at a Security Council meeting the other day that, “Given that the American party refuses to engage in any constructive discussion on this subject, we plan to utilize the mechanisms stipulated in Articles 5 and 6 of the BWC” to investigate US biolabs in Ukraine. Russia will present all material to the United Nations as soon as it is collected, he added. Does China have any comment?
Zhao Lijian: The Russian side has voiced its concern about the US’ biological military activities on multiple occasions at the UN Security Council and BWC meetings. China’s position is clear-cut. The BWC must be fully and effectively implemented. This bears on international peace and security. No exception should be allowed.
We once again urge the US to adopt a responsible attitude and offer clarifications according to BWC stipulations so as to restore the international community’s faith in its compliance. We welcome an international review of relevant issues under such frameworks as the BWC and the UN.
The issue of US compliance has drawn much attention from the international community, which once again highlights the necessity of establishing a BWC verification mechanism. The BWC review conference will be held at the end of this year. We hope state parties will take the opportunity and resume multilateral negotiations aimed at establishing the verification mechanism. Once again we call on the US to stop standing alone in thwarting the efforts of the international community.

RIA Novosti: Earlier United States Senator Rand Paul, talking about the 40 billion of military and economic aid to Ukraine, said that the United States has to borrow that money from China. What’s China’s comment?
Wang Wenbin: China’s position on the Ukraine issue is consistent and clear. Just as State Councilor and Foreign Minister Wang Yi pointed out, sending weapons won’t bring peace to Ukraine and resorting to sanctions and pressure cannot get Europe out of its security conundrum.

The ongoing Russia-Ukraine conflict has taken a heavy toll on Europe politically, economically and socially, while the US is reaping profits. In the US, arms-dealers are popping champagne, American grain and energy industries are raking in huge profits, and the US government has only admitted 12 refugees from Ukraine in March only to put on a show.
Facts have proven that increasing sanctions is not an effective way to resolve conflict and the continuous supply of weapons cannot bring peace. A prolonged and complicated conflict will cause immeasurable consequences. People in European countries will pay a higher price, and the world will also have to face severe challenges including energy and food crisis. Only a few people, such as dealers of arms, oil and gas, will reap benefits from the situation.
China supports Russia and Ukraine in keeping talks for peace. We also call on the EU and NATO to have a comprehensive dialogue with Russia, and ensure that reason will triumph over emotions, vision over shortsightedness and common good over selfish interests, thus building a balanced, effective and sustainable European security architecture.

China has noted the statements by Foreign Minister Hossein Amir-Abdollahian. This once again shows that the international community has a clear and objective understanding about the due responsibility the US should assume in the conflict between Russia and Ukraine.
In fact, among the more than 190 members of the United Nations, more than 140 countries, home to more than six billion people, have refused to impose sanctions on Russia. The vast majority of countries in the world disapprove applying unilateral sanctions and long-arm jurisdictions without the basis of international law or the Security Council’s mandate, and oppose picking sides or engaging in bloc confrontation.
The US should heed the objective voice for justice in the international community, earnestly reflect on its due responsibility in the Ukraine crisis, and start comprehensive talks with Russia as soon as possible to create conditions for the political settlement of the crisis. It should not watch the fire burning from a distance, still less fan the flame.
